        (1)“QEM”中国优质出口制造商群体标识适用于”100%受中国政府部门监管的”中国优质出口制造商。依据检验检疫行业标准SN/T 2755.1-2011、SN/T2755.2-2011、SN/T 2755.3-2011、SN/T 2755.4-2011,从企业            信用、企业生产条件、检测能力、人员素质、原材料供应方管理能力、出口产品被预警索赔及退货和投诉,以及产品追溯能力、企业质量管理体系建立情况及其他影响质量诚信的因素等九大标准进行综合评定,            并严格按照国家监管机构评定结果而颁发的出口制造商电子标识。
        (2)中国品质工厂网从40万出口企业中圈定15万出口制造商,再按照检验检疫行业标准从这15万出口制造商中遴选出70000家活跃的出口制造商,授予”QEM”中国优质出口制造商标识,我们期望以此推进可信交易环             境建设,推动外贸电子商务的健康发展,帮助中国出口制造商赢得国外优质采购商的认可,并最终提升他们在国际市场的竞争力。

►Backgroud:
1.Nowadays buyers are able to get plenty of information of the suppliers from internet search engines, electronic business platforms and exhibitions. Nevertheless, it’s time-consuming to identify valuable information from mass junk ones. In this case, the desire for mere product information has changed. B2B buyers are now seeking for not too much but precise, real, sufficient, reliable and comprehensive information of the manufactures so as to improve the efficiency and to reduce business cost.

2.For oversea buyers, product information/display is only one of the indicators for assessment. According to the latest survey, nearly 90% of the buyers are more concerned about the credit, manufacturing and service capabilities of the manufactures. They expect to launch the suitable suppliers in a much faster and more convenient way.

3.The global electronic commerce trading is growing and expanding dramatically, followed with series of problems, such as consignments not meeting samples, business fraud etc.
The lose of credit has great impact on the development of e-commerce.

4.Oversea buyers are not able to identify the verity of the product data as well as
manufacture information provided by the supplier itself. Information like purchasing
details and history of a product, purchasing size and production equipments are not
available on the traditional B2B platform or searching engine. Buyer could only get some
basic information from the business license of the manufacture, which is rather
insufficient for the buyer to make a judgment.

A ENTRY-EXIT INSPECTION AND QUARANTINE BUREAU) as per nine following factors:
- Business Credit of Manufacture
- Manufacturing Conditions
- Manufacture Inspecting and Testing Ability
- Staff Ability
- Management of Sub-suppliers (Raw Materials Suppliers)
- Warning, Claims for compensation, Return or Complains of the exported products - Product Tracing Ability of manufacture - Quality Management System of the manufacture - Other factors
100% of the suppliers under this project are supervised by CIQ.

2.According to a/m factors, the manufactures are classified as four types: Class I , Class II, Class III, and Class IV. Class II and Class III manufactures with a total number of 67,671 are what we recommend to our clients (purchaser).
